Sift sugar, expresso powder and cocoa into a bowl
Slowly whisk in milk till the sugar is dissolved
place bowl in freezer till liquid is under 36 degrees Fahrenheit (measure temperature at least every 10 minutes)
remove from freezer, whisk heavy cream and vanilla to the mix
Use mix with your ice cream maker following vendor instructions
